Located on the South Saskatchewan River a cottonwood flood plain, upland terrace, aspen parkland bluffs, along with native and modified prairie grasslands. A rich wildlife habitat with great diversity, and protected species of plants and animals.
"A open area operated by the Meewasin Valley Authority. A popular off-leash site for people with dogs. It is unique in that it is owned by the City of Saskatoon, but outside the city limits. It is not officially a park, and therefore not subject to park bylaws.
A proposal to officially designate the area as a park was proposed in 2009. The city could then enforce park usage bylaws and secure operating funds. Dog owners have criticized the plan, as it cuts back the off-leash areas."

Prior to 1961, the area was a military rifle range operated by the Department of National Defence. It was sold to the city on the condition that it be made into a public park. The name of Chief Whitecap Park was bestowed in 1979. [Wikimapia]
